An Assistant Sub-Inspector (ASI) with the Haryana Police allegedly died by suicide in Rohtak on Tuesday, leaving behind a purported video and a note that level severe corruption allegations against a senior police officer who had also recently died by suicide. The deceased officer, identified as ASI Sandeep Kumar, was attached to the cyber cell. His body was recovered from his home on the Ladhaut-Dhamar Road in Rohtak.
A senior police official from Rohtak confirmed the incident, stating simply, “Sandeep shot himself.”
In a purported six-minute video and an accompanying three-page suicide note, ASI Sandeep Kumar named the late IPS officer Y Puran Kumar, who had served as an Inspector General in the Rohtak district, alleging corrupt practices. The veracity of the video and the statement could not be immediately verified by authorities.
The incident is particularly explosive as it follows the death of Puran Kumar, 52, who was found with a gunshot wound at his Chandigarh residence just last week. Puran Kumar, who was recently posted as IG, Police Training Centre (PTC) in Sunaria, Rohtak, himself left behind a note accusing eight officers, including Director General of Police (DGP) Shatrujeet Kapur and Rohtak Superintendent of Police (SP) Narendra Bijarniya, of “blatant caste-based discrimination, targeted mental harassment, public humiliation and atrocities.” Following that controversy, the government sent the DGP on leave, and SP Bijarniya was transferred.
According to police sources cited by news agency PTI, Sandeep Kumar had played a role in the recent arrest of Head Constable Sushil Kumar, an aide of the late Puran Kumar. This arrest stemmed from a bribery case filed by a liquor contractor in Rohtak. The contractor had alleged that Sushil Kumar sought a bribe of ₹2.5 lakh in Puran Kumar’s name when the late officer was posted in the district.
In his purported video, ASI Sandeep Kumar made a statement linking his alleged act to a fight for integrity. He is heard saying: “Even Bhagat Singh made sacrifices and walked a difficult path after which the country awakened. And today, this country will awaken when we sacrifice ourselves on path of truth,” while claiming that “honest officer Narendra Bijarniya had confronted Puran Kumar.”
Rohtak Superintendent of Police S. S. Bhoria, speaking to reporters at the incident site, described the deceased highly. “ASI Sandeep was a very hardworking and an honest person in our department. We received information that a body has been found after which we reached here,” the SP said.
However, when asked about the explosive video and note left behind by Sandeep Kumar, SP Bhoria refused to comment on the contents. “To say anything at this stage is difficult… the forensic team is investigating,” he stated, as per PTI. Police have yet to issue an official comment on the contents of Sandeep Kumar’s note or the video.
Serious Allegations Against IPS Officer
In his note, ASI Sandeep Kumar accused Y Puran Kumar of being a “corrupt cop”. He alleged that the IPS officer died by suicide because he feared his widespread corruption would soon be exposed, NDTV reported. Furthermore, the ASI claimed that the IPS officer attempted to manipulate the system by using the issue of caste discrimination as cover for his alleged misdeeds.
Sandeep Kumar’s note suggested that the IPS officer’s transfer was triggered by the surfacing of these corruption allegations. When the bribery allegations surfaced, the IPS officer allegedly sought to frame the issue as a caste matter before he died by suicide, according to the ASI’s account.
Prior to his death, ASI Sandeep Kumar recorded a video message detailing the extent of the alleged malfeasance. He claimed that after YS Puran Kumar’s posting in the Rohtak range, he began systematically replacing honest police officers with those he deemed corrupt.
“These people blocked files, called petitioners and mentally tortured them by asking for money,” he alleged in the video, as quoted by NDTV. The ASI also made a grave accusation of misconduct, alleging that “Women police personnel were sexually exploited in exchange for transfers.”
Sandeep Kumar asserted that the IPS officer’s corruption was extensive. “Roots of his corruption run very deep. He has committed suicide fearing the complaint against him,” he alleged, stressing his belief that the suicide was motivated by fear of being exposed.
Calls for Probe Into Assets of IPS Officer and IAS Wife
In his dying declaration, ASI Sandeep Kumar also directed his focus toward the IPS officer’s wife, IAS officer Amneet P. Kumar, claiming she too was fearful that her “corruption may be exposed.”
The ASI emphatically called for a comprehensive investigation, stating, “Their assets must be probed. This is not a caste issue. Truth must come out. He was corrupt.”
In his final words, Sandeep Kumar affirmed his motivation, declaring, “I am sacrificing my life for this truth. I am proud that I stand with honesty. This is important to awaken the country,” adding that his family had a history of fighting for India’s independence.
The ASI also offered praise for Rohtak police chief Narendra Bijarnia, who was subsequently transferred after being named by Y Puran Kumar in his own suicide note.
